Branch 1100 to Investigate Management Falsifying Clock Rings
It has been brought to the attention of the Union that management is falsifying clock rings in a different way than they have in the past. In the past management has falsified clock rings by cheating Letter Carriers out of money by not paying them overtime or penalty overtime. Another way management has falsified clock rings was when they had a policy to be off the street by 5:00pm, if a Letter Carrier was out on the street past 5:00pm some managers would clock a carrier in before 5:00pm so they would not have to deal with the district office. The result however would shorten the street time of the route, making the route look shorter than it actually is. Management is now falsifying clock rings to meet the office and street expectations of the district, which again is shorting carriers on their routes. We have been informed that time is being taken from actual routes and placed on phantom routes in order to meet the district numbers. The result of such action is that Letter Carriers are not getting proper credit on their routes, making the route look shorter than it actually is. Carriers are being pressured into making the unrealistic times on their routes. This pressure has lead to what the Union believes is a violation of the Joint Statement on Violence and Behavior in the Workplace. The Joint Statement prohibits management from harassing, threatening, bullying or intimidating letter carriers into making the numbers. Once more information is available it will be reported to the membership.
